Davie Police Department Update by Officer Dave Graziadei

* Town-wide statistics for February: 17 reported vehicle accidents, 102 citations.

* Several burglaries or thefts of which two were vehicle break-ins; remember to remove your valuables and lock your vehicle doors.

* Residences: Should be lit at night and doors locked also.

* A fatal vehicle accident occurred at the intersection of Hancock and Griffin roads at 2:15 am on 2/18 or 2/19; an unlicensed driver left a party and traveled north on Hancock at a high rate of speed, through the intersection, through the guardrail, and into the canal; he was the sole victim.

Update on Town Events and Projects by Councilman Gary Jablonski

* Country Estates Fishing Hole Park: Ballparks are underway.

* Calusa Park picnic pavilion and playground cost of $105,000; Parks Foundation chipped in.

* Founder’s Pavilion at Trailside Park is progressing.

* Rolling Oaks Barn storage room: Obtaining quotes.

* Stirling Road guardrail: 4,200 linear feet; should be completed by end of year.

* TSDOR: Bids are due by 3/21; will commence in May and be completed in a four-month timespan.

* Town entryway signs: Two on Griffin Road at Dykes Road and Bonaventure Boulevard.

* March 11, Water Matters Day at Tree Tops Park from 9:00 am until 3:00 pm.

* The Schott Center parking lot: Drivers are using Luray, Mustang, Melaleuca, and Appaloosa to access it; the Town is looking into the situation; that part of the road is in Cooper City.

* Traffic: 10,000 cars per day use Stirling between Volunteer and Flamingo roads.

President’s Report: Ani recognized Bob Hartmann who supplies her with photos of Town events, etc. Bob announced that Country Estates will be hosting a Country Barbecue on March 26 from 11:00 am until 3:00 pm at the Country Estates Park located at Griffin and 190th Avenue. Set up will begin at 9:00 am if anyone is interested in volunteering. Continuing the President’s Report, Ani stated that the master email list is being updated; a meeting is being scheduled with Town officials re TSDOR; the website and Facebook page are being updated and refreshed; a letter to legislators re Sober Homes is being drafted; a new design for the metal entrance signs is in the works. Judi is working hard on the annual dues invoices. Sandra has committed to monthly articles in the Waggler regarding code enforcement questions. Ryan has committed to financing the updating of the metal entrance signs.

Treasurer’s Report (Judi Parker)

Reported that we will end this fiscal year in the black. The bank balance on 1/31 was $3,621.86, checks were written in the amount of $2,078.56, leaving a balance of $1,543.30.

Committee Reports

Drainage (Vince Falletta): Not much to report; canal levels are down in anticipation of the rainy season and recent heavy rains. CBWCD is allowing culverts, rather than bridges, in the canal along Hancock, as long as they are approved by the Town Engineer.

Unfinished Business

2017-2018 Board Candidates and Annual Election: Ani thanked the members of the Nominating and Election Committees and introduced the candidates. The election will be held on March 29; there will be no meeting.

New Business

Vince noted that our historical materials are not in the Town’s showcase and wondered where they are. Ani will check into it.

Special Board Meeting Recap by Ani: PayPal account researched, landscaping contract formalized, membership invoices and accompanying letter, residents’ survey, Waggler.

Committees – Volunteers: With regard to committees, Ani is concerned about the Waggler Committee, which is the most urgent; one more person is needed for this committee. Drainage is the most important committee; Beautification coordinates seasonal plantings at our entryway signs. Ani wants to have people in place for these committees before she leaves.

Open Discussion

Vilma came up to the front and thanked Ani for all that she has done during her time as president.

A resident suggested looking into Stripe Payment, which is better and cheaper than PayPal. Ani expressed the opinion that people are more familiar with PayPal.

Call to Action: Pay your dues as soon as you get your invoice. Bring a neighbor to the March meeting. Join a committee.

Transportation Surface Drainage Ongoing Rehabilitation (TSDOR) Project Update by Town Engineer Rod Ley Presentation by Jim Noth with Erdman Anthony:

  • Mill and resurface Appaloosa and Melaleuca south of Stirling.

  • 18 feet are needed to accommodate two-way traffic; both Appaloosa and Melaleuca are greater than 18 feet.

  • Reconstruct 56th Street, 128th Avenue, and 130th Avenue.

  • Shallow drainage swales will be installed.

  • Roads drain toward swales rather than toward canals; pitching toward canals may erode canal banks and ultimately undercut the roads and wash them out.

  • Project will start in May 2017 and take approximately 12 weeks to complete.

  • Now a 25-year, rather than a 20-year, project.

Update on Town Events and Projects by Councilman Gary Jablonski

  • Important meeting tomorrow in Council Chambers regarding land use on US27 and Griffin; involves Town’s committees; quasi-judicial regarding properties being split up (Bonaventure Boulevard and Griffin).

  • Noted that the traffic signals at the intersection of Weston Road and Griffin have been changed and lanes have been reconfigured.

Treasurer’s Report (Judi Parker)

The balance as of December 7 is $1,211.86. We have one new member, so we are up to 272.

Committee Reports

Sunshine (Rachel Greene): Has been ill and is recovering.

Drainage (Vince Falletta): The Town’s Drainage Committee instituted a change in the criteria regarding bridges and culverts; culverts may be used if the head loss is within a certain percentage.

Beautification: Ani reported that the landscaping for the Flamingo and Stirling entryway has been installed; beginning in January, the SRHA will be paying monthly to maintain the entryways.

Waggler (Ani): Long-time advertisers have been taking the publication for granted and have not been paying on a timely basis. The Board has been discussing options to make the Waggler more sustainable, such as obtaining prices from other printing companies.

Unfinished Business

Sober Homes: Ani has written a letter which will be mailed to all property owners with the annual dues invoice; this letter will need to be signed and mailed to the proper authority. Rachel stated that there is a Sober Home two doors west of her; her neighbor is livid and complained to the Town; the owner of the Sober Home said that he would erect a fence between the two properties. Ani declared that we need to keep from being overrun by these homes and would like the list of providers from Judi in order to invite them to speak at one of our meetings.

New Business

Nominating and Election Committees (Ani): Rosina is completing three years on the Board of Directors, and Ani will resign as President effective March 31, 2017; Sandra would like to resign as Vice-President and fill Rosina’s board position. Ani volunteered Pepe Chang to serve on the Nominating Committee and also requested Rose Williams to serve on the Committee. Bob Parker and George Kailis volunteered for the Election Committee.

Presentation of Proclamation (Ani): The Board voted to give Vince an honorary seat on the Board of Directors for life. Ani read the Proclamation and presented it to Vince. Vince thanked everyone and said that he is sorry that Ani and Pepe will be leaving.

Ani invited all attendees to partake of the refreshments. “Enjoy and have a blessed Christmas and New Year.”

Davie Police Department update: by Officer D. Graziadei

  • No major crime activity or trends reported since last meeting. Most common reports are burglaries from barns and unlocked vehicles. Most vulnerable house entry points are rear sliding doors. Tips: security lighting, lock doors and use alarms, add a vacation watch with the Davie Police when traveling. Non-emergency telephone number is (954) 764-HELP.

  • A resident reported that his property had been burgled in January and although he had provided significant leads to the Davie police, no significant action had been taken. Town officials and Officer Graziadei committed to following up with the appropriate people to get an acceptable resolution.

  • Year to date: 1062 traffic citations written town wide (385 less than last year at same time)

  • 196 accidents year to date (43 more than last year at same time)

Update on Town Events & Projects: by Councilman Gary Jablonski:

  • Stirling Road striping work will commence on 9/12/2016.

  • Town is offering free mosquito dunks (2 per residence) in an effort to control mosquitoes and lower risk of residents becoming infected with Zika. Can be collected at Town Hall. Also available for sale at hardware stores. Safe around animals.

  • A council workshop will be held at Town Hall on 9/13/16 at 7:00 pm on the Recovery Residences (“Sober” Homes) that are located in our town.

  • Annual budgeting process is ongoing. A workshop will be held at Town Hall on 9/14/16 at 6:00 pm. The final budget proposal will be voted on at the Town Council meeting on 9/29.

President’s Report: by Ani Ruiz Chang

  • Oasis at Equestrian Park: volunteer cleanup and landscaping. The area will be pressure washed and weeded by volunteers on 9/8 and the Sunshine Ranches Kids Club will help with the planting on 9/10. Thanks to the Town for donating needed materials.

  • Farmer’s Market: First Saturday of every month beginning Oct 1, 2016. Will be held at the Equestrian Park, 10:am – 2:00 pm. Cost for vendors - $35/booth; free entry for patrons. Still accepting vendors. Contact Ani if you can know anyone who would be interested in participating. Great opportunity even for residents who have excess produce in their yards (mangoes, coconuts, avocados, citrus etc.).

  • Local elections: the Presidents’ Council will coordinate a debate in October so that residents can get to know and compare the candidates running for positions on the Town Council. More to come on this.

  • Planned Events: Joint Christmas party with the other HOAs again this December.

  • Membership currently 262 households.

Committee Reports:

Beautification:

-Cleanup and landscaping of Oasis area of Equestrian Park already covered; landscaping work at the main Sunshine Ranches Entrance (Stirling and Flamingo) delayed until September.

Waggler:

-1 new advertiser – an accountant. Also Archbishop McCarthy placed a 2-mth. Advertisement about the new auditorium and classroom building they are planning to build. Expectation is that a few additional short term ads may be placed by candidates going up for election.

Drainage:

-It was reported that our drainage system has coped with the recent storms and rain very well – no major issues reported. Pointed out that residents wishing to stock their ponds with grass eating carp need to obtain a permit. Drainage chair, Vincent Falleta, will provide more details in a Waggler article.

Unfinished Business:

-2016 – 2017 SRHA Priorities: member input was requested so that the Board can determine whether we are on the right track in terms of meeting residents’ interest. Attendees were asked if they would like to see more community events for example, or whether there are major concerns over area safety or how they are being represented to Town Council. Feedback from residents present was:

a) The access to our Town Council representatives at our monthly general meetings was greatly appreciated. Much easier access than is available at the Town Council meetings.

b) One resident expressed concern over the lack of consistency in how the Town’s code is enforced. It was pointed out that this leads back to policy of the Town to only enforce code violations if another resident calls to complain (with a few exceptions relating to bulk pickup.) It was noted that the full code is available on the Town Website www.southwestranches.org, and that informative articles are usually featured monthly in the Southwest Rancher newsletter. Suggestion: perhaps the Waggler can also feature relevant articles or reinstate the “Ask Andy” column. There was some discussion around whether the non-proactive code policy needs to be reexamined in the future.

c) Entryway plaque refurbishment status: they should be reinstalled by end September, after landscaping work is completed at main Sunshine Ranches entrance.

d) Painting of border on entrance walls: a resident asked whether there was a plan to add a border like we had previously – President responded that there is no decision on that yet.

e) Attendees were asked if there was any interest in Waggler being provided online in PDF format. No one present expressed interest in this.

f) It was reported that the Town Council voted to approve the establishment of a US Highway 27 Business land use category (light commercial) for the plot of land at US 27 and Griffin.

New Business:

  • TSDOR: President Ani Ruiz-Chang read a brief report provided by the Town Engineer on how the Transportation Surface Drainage Ongoing Rehabilitation (TSDOR) project will affect Sunshine Ranches. Appaloosa Trail, Melaleuca Road and SW 56th Street will be the first to be repaved as part of the 20-yr. development plan.
